China finalizes antitrust guidelines for public utilities

( February 12, 2026, 05:22 GMT | Official Statement) -- MLex Summary: China’s State Council Antimonopoly and Anti-unfair Competition Commission has issued finalized antitrust guidelines for the public utilities sector, effective immediately upon publication. The guidance defines public utilities as industries that provide essential, widely used goods or services for the public’s production and daily life, including water, electricity, gas, heating, wastewater treatment, garbage disposal and public transportation. The guidelines have seven chapters and 50 articles, including rules on monopoly agreements, abuse of dominance and merger review, as well as fair-competition reviews and misuse of administrative power to exclude or restrict competition. China’s State Administration for Market Regulation released a draft for public comment in August 2025.The files are attached (in Chinese)....
