Vietnam issues draft digital-transformation law for public consultation

It is likely to replace the Law on Information Technology, which was issued in 2006. The new draft law recognizes data as an important production factor of the economy and a form of property that can be traded and commercialized. It proposes prohibited acts in digital transformation, including taking advantage of digital platforms and technology to commit fraud and manipulate users, and using artificial intelligence to create and edit content without labels. It requires operators of platforms with a dominant market position or providing core services to report to the authority on their operations, revenue, data distribution mechanisms, algorithms and factors that may affect the market or consumers, and disclose major changes in their policies that may affect the rights and lawful interests of business users, consumers or competitors.
