The commission said Friday it found the company liable for emotional distress, citing the exposure of information including apartment-entry passwords and order histories, the extended period of unauthorized access and uncertainty over whether further misuse could be ruled out. The decision will have the effect of a court settlement if both sides accept it within 15 days, with no response treated as acceptance.
