Foreign-procurement complaints withheld by fears of retaliation, EU official says

The lack of industry complaints complicates use of the EU’s International Procurement Instrument, which allows the bloc to restrict foreign access to its procurement market in response to discrimination against EU bidders.EU companies facing unfair treatment in foreign public-procurement markets have been reluctant to bring complaints to the European Commission because they fear retaliation and want to preserve access to those markets, a trade official has said....
