DOJ, FTC should place safe harbors in US collaboration guidelines, trade group says

( May 22, 2026, 19:17 GMT | Official Statement) -- MLex Summary: The Computer & Communications Industry Association suggested the US Department of Justice and Federal Trade Commission adopt an explicit safe harbor for collaborations among competitors in innovation markets, "particularly those involving nascent and pre-commercial technologies such as artificial intelligence (AI), advanced semiconductors, and next-generation communications infrastructure." New guidance on collaboration among competitors should revisit whether previous thresholds remain well calibrated for modern innovation markets and nascent technology sectors where market shares are difficult to measure at early stages, the CCIA said in comments submitted to the US agencies.
