China issues rules for companionship AI with tiered oversight

The rules support technological development and encourage applications in areas such as cultural communication and elderly care. They also establish baseline requirements and safety obligations covering content controls, algorithm governance, ethics reviews, cybersecurity and data protection, as well as user rights protections, particularly for minors and the elderly.
