Indonesian regulator opens hearing into Pertamina unit's bid-rigging case

( March 11, 2026, 07:25 GMT | Official Statement) -- MLex Summary: The Indonesian Competition Commission, or KPPU, has opened a hearing into an alleged bid-rigging case involving the procurement of geomembranes at PT Pertamina Hulu Rokan, a subsidiary of state-owned oil and gas company Pertamina. In a statement Tuesday, the antitrust regulator said the investigation relates to the appointment of PT Total Safety Energy, one of the bidders in the early-2022 procurement of geomembranes — thick, waterproof HDPE liners used in oil-drilling waste ponds to prevent leaks and limit environmental damage. Total Safety Energy was declared the winning bidder after offering the lowest price during negotiations. However, KPPU investigators allege that Pertamina Hulu Rokan facilitated the bid by allowing the company to propose products from a third-party supplier, Mutiaracahaya, that lacked valid certification and failed to meet required specifications. The hearing is scheduled to continue on March 30.Statement follows (in Indonesian)....
