Vietnam passes first AI law, removes revenue-based penalties

( December 11, 2025, 05:03 GMT | Official Statement) -- MLex Summary: Vietnam passed its first ever law on artificial intelligence on Wednesday, with nearly 91 percent of 434 lawmakers voting in favor. The legislation keeps the risk-based AI classification system from an earlier draft but reduces the number of risk levels from four to three — low, medium and high — and includes separate provisions on prohibited behavior related to the use of AI. Providers of high-risk AI systems will not be required to apply for permission to operate but must prepare safety assessment documents and present them when requested by the authority. The law also removes revenue-based penalties and instead requires compensation in line with the civil code. It will take effect on March 1, 2026, replacing AI provisions in the Law on Digital Technology Industry.The bill is attached (in Vietnamese)....
