National parcel-handling fees spark EU fears of double taxation, market split

The European Commission and retailers caution that differing national fees could distort competition and fuel “border shopping,” as traders route parcels through cheaper entry points. A harmonized, EU-wide fee of €2 is under consideration along with an end to tariff exemptions for parcels under €150 as part of an ongoing customs overhaul.The introduction of national handling fees for low-value parcels entering the EU market is raising fears in the European Commission and the bloc’s retail and wholesale sectors over potential fragmentation and double taxation among customs authorities....
