While the case could make the home office ministry a beneficiary of multimillion-pound savings, it has dragged into focus troubled decision-making over the network, for which a switchover has been dogged by cost and delay.It would be odd to think the UK government had fixed feelings when the national competition enforcer imposed controls on how much it had to pay Motorola to run a telecom network for critical emergency services....
