The panel said operators of key infrastructure should report security incidents and attacks on important communication equipment when they happen. Communication information between Japan and overseas should be monitored to detect cyberattacks, but an independent organization should supervise the monitoring activities to protect the secrecy of communications for Japanese citizens. To neutralize attacks, police should play a lead role and Japanese Self-Defense Forces should join in, when necessary, with regard to attacks against the government and key infrastructure....
