The video-streaming company itself or the Internet service providers that pipe Netflix offerings into the homes of South Korean subscribers? It’s a question that has been settled by a South Korean court, leaving Netflix to face an unenviable choice. The company can fight on in the courts and face an even bleaker outcome; or it can join SK Broadband at the negotiating table. Either way, the streaming giant’s claims that it should be protected from fees by the principle of net neutrality appear to have been severely damaged.If Netflix’s traffic sucks up a significant portion of Internet bandwidth, to the point of putting strain on the network that has to get the streaming giant’s programming from A to B, who should pay to build a faster pipeline to accommodate the data-heavy video content?...
