Impact assessment sets out costs, benefits of EU carbon-market update

Issues covered in the text include the cost of low-carbon technologies, and the risk of industry being driving out of Europe by emissions trading. The assessment looks at how emission trading can be used to bring EU greenhouse-gas emissions 40 percent below 1990 levels before 2031, and at least 80 percent below 1990 levels before 1951, “in the most cost-effective manner possible.”...
