Gruenberg agreed to step down after an independent report found widespread sexual and ethnic harassment, as well as bullying, at the agency during much of the 10 years he headed the FDIC. Romero, a Democrat sworn in at the CFTC in March 2022, headed the Special Inspector General's office for the Troubled Assets Relief Program for a decade.
