Refran said it was already working on a timetable with the Securities and Exchange Commission, confirming that it could finish reviewing a revised proposal by mid-November. The commission rejected the Philippine Stock Exchange’s first application to acquire a majority stake in Philippine Dealing System last March, but has recently expressed openness to reconsidering the proposed merger of the equities and fixed-income exchanges.
