EP Statement: Industry Committee backs free EU ETS allowances to industry in 2013, maintains auctioning for electricity sector

( September 11, 2008, 17:07 GMT | Official Statement) -- ****************************************MLex-e3 Summary: The European Parliament Industry Committee has adopted its opinion on the revision of the EU emissions trading scheme (ETS) post-2012. The committee voted to hand all carbon emission allowances to industry for free in 2013, after the commission had proposed to give out 80 percent, with the rest auctioned. It maintained the commission's proposals for a gradual reduction in free allowances to industry and for full auctioning in the electricity sector. It also approved the commission's provision of free allowances for sectors deemed under serious risk of "carbon leakage". The committee, furthermore, recommended the inclusion of shipping into ETS from 2013. The lead committee on the dossier - the Environment Committee - will adopt its final report on 7 October, taking into account the Industry Committee's amendments, before a full plenary vote later in the year....
